Darlene Colaso, Assistant City Manager/Human Resources Administrator
Darlene Colaso, IPMA-CP, was hired as the City of Oberlin’s first Assistant City Manager and Human Resources Administrator in October 2008. While overseeing the City’s HR administration (including policy development and implementation, recruitment and selection, classification and compensation, performance evaluation, labor relations, and training), she is also a Worker Occupational Safety & Health Specialist, certified by the University of California at Berkeley, and holds a Juris Doctor from John F. Kennedy University School of Law.
Darlene has more than 25 years of human resources expertise with the last eight years in municipal government service. She served as the Deputy City Clerk and Assistant to the Mayor for the City of Norwich, New York and as the Town Clerk/Assistant to the Town Manager and as the Human Resources/Risk Manager for the Town of Moraga in the San Francisco Bay Area of Northern California.
In her Assistant City Manager capacity, Darlene is the project coordinator for the Oberlin Underground Railroad Center (OURC) Project – a multi-million dollar capital project that entails rehabilitating an 1889 gasholder building, which will soon serve the region as a multi-modal park-and-ride visitor’s center and an Underground Railroad Center for learning.
Diane Ramos, Administrative Assistant to the City Manager & Assistant City Manager/Human Resources Administrator
Diane Ramos is a life-long Lorain County resident, having been born in Oberlin, Ohio and raised in Lorain, Ohio. Diane is a proud graduate of Bowling Green State University in Bowling Green, Ohio where she earned a Bachelor of Arts degree in Studio Art and General Business. She also obtained a Master of Fine Arts degree in Photography from The George Washington University in Washington, DC.
Diane is a nationally exhibited visual artist and has taught studio art and art history at several colleges in Ohio and Virginia. In addition to being a working artist and educator, Diane has extensive administrative and fundraising experience through various political campaign positions and has performed clerical and registrar duties for the Lorain City Schools.
In her position as Administrative Assistant, Diane supports the City Manager and Assistant City Manager/Human Resources Administrator of the City of Oberlin.
