Darlene Colaso, Assistant City Manager/Human Resources Administrator
Darlene Colaso was hired as the City of Oberlin’s first Assistant City Manager and Human Resources Administrator in October 2008. While an HR Generalist, she is also a Worker Occupational Safety & Health Specialist, certified by the University of California at Berkeley, and holds a Juris Doctor from John F. Kennedy University School of Law.
Darlene has more than 25 years of human resources expertise with the last eight years in municipal government service. She served as the Deputy City Clerk and Assistant to the Mayor for the City of Norwich, New York and as the Town Clerk/Assistant to the Town Manager and as the Human Resources/Risk Manager for the Town of Moraga in the San Francisco Bay Area of Northern California.
In her Assistant City Manager capacity, Darlene is the project coordinator for the Oberlin Underground Railroad Center (OURC) Project – a multi-million dollar capital project that entails rehabilitating an 1889 gasholder building, which will soon serve the region as a multi-modal park-and-ride visitor’s center and an Underground Railroad Center for learning.
Matthew Hrubey, Administrative Assistant to the City Manager / Human Resources Administrator
Matthew Hrubey was hired in November 2011 as the Administrative Assistant to both the City Manager and the Assistant City Manager / Human Resources Administrator.
Born and raised in Northeast Ohio, Matthew is a 2006 graduate of Berea High School in western Cuyahoga County. In 2010, Matthew received a Bachelor of Arts degree in Political Science from Mount Union College (now University of Mount Union). In May 2012, Matthew received a Master of Public Administration degree from the Maxine Goodman Levin College of Urban Affairs at Cleveland State University.
Matthew comes to the City of Oberlin having gained extensive public service experience from past positions with the City of North Canton, Ohio; the Ohio Department of Commerce; the City of Fairview Park, Ohio; and the Levin College of Urban Affairs at Cleveland State University.
