Mission
The Planning and Community Development Department manages the development process: from planning to zoning to building. The Department maintains the Comprehensive Plan and works with other departments on their functional plans. The Department enforces the
Zoning Code, subdivision regulations, floodplain ordinance, and building code. The Department staffs the Planning Commission, Board of Zoning Appeals, Historic Preservation Commission, and Building Board Code of Appeals, as well as special project committees.

Planning is a part of the City's Foundation. Planning provides the policy foundation for the City's day-to-day decision making. The Comprehensive Plan serves as
Oberlin's policies on growth and the quality of development, as well as the infrastructure and community facilities necessary to support growth.
Zoning is a tool of Planning. It oversees the division of land according to different uses in order to avoid nuisances and to promote healthy and orderly development. More information on Zoning is available on the

Annexation Procedures
All annexations into the City of Oberlin boundaries must first be processed by the township from which the parcel is being annexed. Please call your township representative and they will guide you through the process. For more information, contact the County Commissioners Office at (440) 329-5000.
Annexations do not come to the City until the County has taken action. The Planning Commission will review any proposed annexations. For information on this process, please contact the City of Oberlin Planning & Development Department at (440) 775-7182.
