Basketball Festival Rules & Regulations

16 team limit - seeded on a paid "first come, first served" basis*

Double elimination tournament
-
Games consist of two 20 minute halves. Clock stops during the last two (2) minutes of each half (not after each basket) and on the referee's whistle for unusual delays.

Seven (7) team fouls, one and one, ten (10) team fouls, two shots. All fouls count toward team's foul total.

Two (2) timeouts each half, 30 seconds each, and one (1) additional timeout allowed during overtime play.

Three (3) minute half-times.

Overtime is three (3) minutes.

Team must report to the information center or Tournament/Festival Director fifteen (15) minutes before each scheduled game.

Referee has full authority. His or her decision is final!

The white lines are out-of-bounds.

*Teams will be seeded in the order the entry fee is received (see addendum 2)
PLAYERS ELIGIBILITY
Players must be 17 years of age or older
No more than one (1) active intercollegiate basketball player shall play on the same tournament team.
Only three (3) active players from the same organized high school basketball team are allowed to play on the same tournament team. (Excludes recent graduates)
ROSTERS
Twelve (12) active players per team. The twelfth can dressed to play and can be a coach / manger.
Rosters are frozen fifteen (15) minutes prior to First scheduled game.
A player may only appear and play on one (1) roster.
FORFEITURE
A player's disorderly conduct may result in a game forfeiture.
Ineligible playe(s) on any team will result in game forfeiture.
Inadequate number of players (4 or less) may result in forfetiture.
Failure to check in and be ready to play at scheduled time will result in forfeiture.
If a team is more that fifteen (15) minutes late after it's scheduled game time, the game is forfeited regardless of reason, excuse, alibi or tall tale.
JERSEYS
Shirt of the same color with numbers must be worn (No tape numbers).
AWARDS
First place team will receive a team trophy, individual trophies and T-shirts.
Second place team will receive a team trophy and individual trophies.
Special awards will be given th MVP. leading scorer and second leading scorer of Championship Game(s).
OFFICIALS
Officialswill be provided by the Oberlin Recreation Department.
All officials are certified officials and abuse of them WILL NOT be tolerated.
ADDENDUM 1
In case of inclement weather, back-up site will be:
Court #1 - Oberlin Sr. High School 281 N. pleasent Street
Court #2 - Langston Middle School 150 N. Pleasent Street
REMEMBER we are guest in these facilities, please act accordingly and for reasons safety, Please pay extra attention to the youngsters!!!
ADDENDUM 2
There will be No mandatory meeting for tournament seeding, however, the seeding is done on a a PAID first come, first served bais. Since the tournament is limited to 16 teams, it is to each teams advantage to pay early and choose the preferred game time.
I will be calling each PAID team in order of payment received to confirm the starting time --
9:00 a.m., 10:00 a.m., 11:00 a.m., 12:00 p.m.. Please remember to indicate your preferred time choice.
