The Planning and Development Department manages the development process: from planning to zoning to building. The Department maintains the Comprehensive Plan and works with other departments on their functional plans. The Department enforces the Zoning Code, subdivision regulations, Sign Code and Building Code. The Department provides support to staff the Planning Commission, Design Review Subcommittee, Zoning Board of Appeals, and Historic Preservation Commission, Oberlin Community Improvement Corporation, Housing Renewal Commission, as well as special project committees.

Planning is a part of the City’s Foundation. Planning provides the policy foundation for the City’s day-to-day decision making. The Comprehensive Plan serves to guide Oberlin’s growth and the quality of development, as well as the infrastructure and community facilities necessary to support growth.
